DECEMBER 8 - Lions FC returned to the top of the CVSA with a 6:0 thrashing of the Fan Rats on November 7, ending the Rats 40-game CVSA unbeaten streak and 37-game CVSA winning streak. Teen-heartthrob Paul Sterbenz led his re-vamped group to a small measure of revenge for the Lions defeat in the 2003-'04 MDCVSA State Cup final last August. This was the Lions 25th major CVSA title, which ranks them first all-time ahead of Deutscher Sportclub with 23.
Team FCA (né Athletes for Christ) put together an impressive run for their first First Division title since the Spring '99 season. Team FCA looks forward to the Spring '05 season in the Premier Division.
Chesterfield FC completed an undefeated season in winning the Second Division. They finished seven points clear of runner-up Sidewalk Café in dominating performance. Chesterfield hopes for a better performance into the First Division, with their last foray yielding a 2-7-0 record and relegation to the Second Division.
Action FC won the Third Division by a point, just outdistancing Richmond Fire. Surprisingly the head-to-head between these two wasn't close, with Action taking an 8:1 decision on October 17. The Fourth Division was won by Delta, part of the Dynamos club
The Rat Masters took the 13-team Masters Division in style, finishing with a perfect 12-0-0 record. Their run broke Edo's Squid's year-long stranglehold on the title in the largest Masters Division since its re-birth in the Spring '03 season.
For the first time the very popular Coed Division was taken to 11-a-side, with Mojo's dominating the play, as their only blemish was a late-season loss after the division was clinched.
The Fan Rats were unable to defend their 2003-'04 state-level USASA National Cup title, losing to Dynamos FC of the Washington Premier League 0:1 on an overtime penalty kick. The Rats defeated LCC International & the Aegean Hawks of the WPL on their way to the championship game.
With 68 teams, this was the largest 11-a-side competition in the CVSA's history.

Registration Procedure / Operational Guide - Fall '04

A. Fees
-
1. Player: $65.00. A team's total is determined simply by the number of players multiplied
by $65.00.
2. Forfeit Fee: $65.00 per team per game. Teams who forfeitted games during the Spring '04 season will be required to make these deposits.
3. Failure to have proper roster: $25.00 per team per game.
4. Returned Checks: $25.00 per occurence.
5. PLEASE REMEMBER IT IS RECOMMENDED THAT PLAYERS PAY BY CHECK, AND MAKE THEIR CHECKS OUT TO "C.V.S.A.". THE CVSA IS NOT RESPONSIBLE FOR LOST, MISPLACED, OR STOLEN FUNDS PAID IN CASH TO TEAM CAPTAINS, OR CHECKS WRITTEN TO ANY PARTY OTHER THAN THE CENTRAL VIRGINIA SOCCER ASSOCIATION.
6. THE CVSA REGISTRAR WILL NOT ACCEPT MONEY. ALL PAYMENTS MUST BE MAILED TO THE CVSA POST OFFICE BOX.

C. Team Registration Date: the registration meeting for the Fall '04 season will be held Saturday, August 7, 2004. The meeting time is 9:00 AM, and will be held at Bryan Park Shelter #3.
D. Registration Deadlines

2. Each team must complete a Team Registration Form on Saturday, August 7, 2004, in order to register.
3. The roster freeze date for the Fall '04 season is Tuesday, October 12, 2004, close of business.

1. $325.00 per team is due Saturday, August 7, plus any applicable forfeit fees. This deposit
will be counted toward your team's total. It is not assessed in addition to the normal fees.
2. All team balances must be cleared by 5:00 PM, Friday, October 22, 2004.

1. Individual player registration forms
are required for all players who have not been previously registered with the
CVSA.
2. Team registration forms are required prior to the scheduling of any games.
3. Insurance claim forms are now available on the CVSA website. The Insurance information sheet should be read before filing a claim.

1. Player passes will be used for the Fall '04 season. Captains are
responsible for having validated player passes at each game. A validated pass
is one that has the current "Fall '04" on the back. If your players are new
to the league and do not have player passes, THEY MUST HAVE THEM MADE ! ! This
can be done at the office of the Richmond Kickers, who serve as registrars of
the CVSA.
2. Captains are also responsible for having current rosters & passes on hand at the game. A current roster is one that has "Fall '04" printed in the upper left corner. The referees will check passes and rosters before games.
3. The Richmond Kickers are handling registration this season. Their office is located at 2320 W. Main Street. Their phone number is 644-KICK. They will validate passes and generate official rosters. PLEASE CALL AHEAD. IT IS RECOMMENDED THAT TEAM CAPTAINS DROP OFF THEIR PASSES AND PICK THEM UP LATER. INDIVIDUAL WALK-IN REGISTRATION WILL NOT BE ACCEPTED. DO NOT WAIT UNTIL THE LAST MINUTE - THE KICKERS OFFICE WILL BE CLOSED MOST OF THE DAY ON HOME GAME DATES, AND USUALLY THE DAY OF AND BEFORE AWAY DATES!
4. The CVSA's Pass & Roster Policy outlines exceptions to these rules.
5. The Richmond Kickers office does not accept any CVSA payments.

The basic idea of team & player registration is to give structure to the league, so it doesn't degenerate into a sandlot pickup league, and that all players are covered by USASA insurance and are eligible to participate in State & National Tournaments. A PLAYER is registered once he fills out the individual player registration form. A player must only do this once; once the player is in the database, it is permanent. Player registration forms can be downloaded from the CVSA website: Once the player is registered, he must have a player pass made. This insures that he has the proper identification to participate in CVSA and other MDCVSA & USASA sanctioned matches. Player passes can be made at the office of the Richmond Kickers, 2320 W. Main Street. Shelley Sowers acts as the CVSA's registration contact. Once a player has a pass made, it can be used repeatedly as only the stamp on the back needs to be re-validated with proper seasonal information. For those players registered on multiple teams, it is recommended that they have more than one pass made! Now, how does one register a TEAM? A team captain simply must turn in the player passes of his team members for validation. The Registrar will then construct a roster from those passes. The team captain should then make copies of the official printed roster [which the registrar will provide] for use during the season. Players must appear on an official roster, and present a valid player pass, before they can participate in a CVSA match. All players must register at the office of the CVSA Registrar. All team rosters must be formulated at the office of the CVSA Registrar. |
II. Fall '04 League Information

A. Voice Mail: the league voice mail will NOT be updated throughout the season,
except in cases of weather cancellation. The league will use the CVSA website as the primary form
of communication. The Voice Mail is at (804) 744-CVSA, and these are the following options:

1. Press "1" if you are a player looking to get on a team.
2. Press "2" for weather related announcements.
3. Press "3" if you are a referee calling in a game report.

A. Divisional Alignment
-
1. There will be six divisions - Premier, First, Second, Third,
, Fourth, & Masters. As always the number of divisions will be
determined by the amount of interest.
2. An 11-a-side Coed Division for weeknight play is currently being explored. Any interested team captains should come to the meeting. The two rules to remember as for Coed make-up of players:

a. No more than seven males on the field at any time.
b. Must have at least seven players to play a game.
3. Emphasis will be on creating divisions even in number. The Spring '04 standings and team attrition will be the primary determinants of divisional alignment.

1. Teams will be split into divisions and will complete a round-robin within
their division. The divisions will have no more than 10 teams, and may have fewer
in order to maintain divisions even in number as possible.
2. The Division Champions will be determined in accordance with the established procedures.
3. The regular season will begin on Sunday, September 12. There will be no games on Sunday, November 28 (Thanksgiving Sunday).

2. Subsequent rounds will be attempted in December.
3. Both tournaments will finish during the Spring '05 season.
