Registration Procedure / Operational Guide - Spring '03

NOTE: This seasonal Operational Guide is published by the CVSA Board. Its provisions supercede those of the CVSA Consitiution and CVSA Bylaws, and do so under authority granted by Article XII.A.1 of the CVSA Constitution. It is written for the benefit of the players of the CVSA, and to cover situations not forseen by the CVSA Constitution and CVSA Bylaws.


I. Registration
    A. Fees
      1. Player: $65.00. A team's total is determined simply by the number of players multiplied by $65.00.
      2. Forfeit Fee: $60.00 per team per game.
      3. Failure to have proper roster: $25.00 per team per game.
      4. Returned Checks: $25.00 per occurence.
      5. PLEASE REMEMBER IT IS RECOMMENDED THAT PLAYERS PAY BY CHECK, AND MAKE THEIR CHECKS OUT TO "C.V.S.A.". THE CVSA IS NOT RESPONSIBLE FOR LOST, MISPLACED, OR STOLEN FUNDS PAID IN CASH TO TEAM CAPTAINS, OR CHECKS WRITTEN TO ANY PARTY OTHER THAN THE CENTRAL VIRGINIA SOCCER ASSOCIATION.
      6. THE CVSA REGISTRAR WILL NOT ACCEPT MONEY. ALL PAYMENTS MUST BE MAILED TO THE CVSA POST OFFICE BOX.

    B. Roster Limits: rosters will not be limited as to how many players they may have. The MINIMUM is eleven.

    C. Team Registration Date: the registration meeting for the Spring '03 season will be held Monday, January 27, 2003. The meeting time is 6:30 PM, and will be held at Pronto's Pizzeria. Pronto's is located at 5625 W. Broad Street, in the Libbie Place Shopping Center.

    D. Registration Deadlines
      1. ALL PAST DUE BALANCES MUST BE CLEARED BEFORE A TEAM MAY REGISTER FOR THE SPRING '03 SEASON. TEAMS WITH UNCLEARED PAST DUE BALANCES ON JANUARY 27, 2003 WILL HAVE THEIR PLAYERS PLACED ON CVSA DEADBEAT LIST, AND THE PLAYERS WILL THUS BE INELIGIBLE FOR CVSA COMPETITION UNTIL THEIR PER CAPITA SHARE OF THE BALANCE IS PAID.
      2. Each team must complete a Team Registration Form on Monday, January 27, 2003, in order to register.
      3. The roster freeze date for the Spring '03 season is Friday April 4, 2003.

    E. Treasury Deadlines
      1. $400.00 per team is due Monday, January 27. This deposit will be counted toward your team's total. It is not assessed in addition to the normal fees.
      2. All team balances must be cleared by 5:00 PM, Friday, April 18, 2003.
      3. The mailing address for the CVSA Treasurer is:

    F. Registration Documents G. Player Passes & Rosters
      1. Player passes will be used for the Spring '03 season. Captains are responsible for having validated player passes at each game. A validated pass is one that has the current "Spring '03" on the back. If your players are new to the league and do not have player passes, THEY MUST HAVE THEM MADE ! ! This can be done at the office of the Richmond Kickers, who serve as registrars of the CVSA.
      2. Captains are also responsible for having current rosters & passes on hand at the game. A current roster is one that has "Spring '03" printed in the upper left corner. The referees will check passes and rosters before games.
      3. The Richmond Kickers are handling registration this season. Their office is located at 2320 W. Main Street. Their phone number is 644-KICK. They will validate passes and generate official rosters. PLEASE CALL AHEAD. IT IS RECOMMENDED THAT TEAM CAPTAINS DROP OFF THEIR PASSES AND PICK THEM UP LATER. INDIVIDUAL WALK-IN REGISTRATION WILL NOT BE ACCEPTED. DO NOT WAIT UNTIL THE LAST MINUTE - THE KICKERS OFFICE WILL BE CLOSED MOST OF THE DAY ON HOME GAME DATES, AND USUALLY THE DAY OF AND BEFORE AWAY DATES!
      4. The CVSA's Pass & Roster Policy outlines exceptions to these rules.
      5. The Richmond Kickers office does not accept any CVSA payments.

    H. Dual Registration: Players may be registered on more than one team simultaneously. They must pay a full registration fee for each team they play on.


HOW DOES REGISTRATION WORK?

The basic idea of team & player registration is to give structure to the league, so it doesn't degenerate into a sandlot pickup league, and that all players are covered by USASA insurance and are eligible to participate in State & National Tournaments.

A PLAYER is registered once he fills out the individual player registration form. This only needs to be done once, as the form is kept on file at the league office. Once a player is registered, he must have a player pass made. This insures that he has the proper identification to participate in CVSA and other MDCVSA & USASA sanctioned matches.

A TEAM is registered once at least eleven registered players appear on their roster. Players must appear on an official roster, and present a valid player pass, before they can participate in a CVSA match.

All players must register at the office of the CVSA Registrar. All team rosters must be formulated at the office of the CVSA Registrar. The CVSA Registrar for the Spring '03 season is Amanda Miller of the Richmond Kickers.


II. Spring '03 League Information
    A. Voice Mail: the league voice mail will NOT be updated throughout the season, except in cases of weather cancellation. The league will use the CVSA website as the primary form of communication. The Voice Mail is at (804) 744-CVSA, and these are the following options:
      1. Press "1" if you are a player looking to get on a team.
      2. Press "2" for weather related announcements.
      3. Press "3" if you are a referee calling in a game report.

    B. Website: the league website will have the entire schedule for the season. Scores and standings will be updated weekly. You are currently on the website, so we will not bother to give the address. Please familiarize yourselves with this website, as it will contain all information that you will need for the season.

III. Fields of Play: the fields in use for the Spring '03 season are:
    A. Oakwood Cemetery
    B. Elkhardt Middle School
    C. Dorey Park
    D. Onslow Minnis Middle School
    E. Montrose
    F. Bryan Park
    G. Short Pump

IV. Mode of Play
    A. Divisional Alignment
      1. There will be five divisions - Premier, First, Second, Third, & Fourth. A Masters / Over 30 Division, remains, as always, a possibility, subject to qualified interest.
      2. Emphasis will be on creating divisions even in number. The Fall '02 standings and team attrition will be the primary determinants of divisional alignment.

    B. Regular Season
      1. Teams will be split into divisions and will complete a round-robin within their division. The divisions will have no more than 10 teams, and may have fewer in order to maintain divisions even in number as possible.
      2. The Division Champions will be determined in accordance with the established procedures.
      3. The regular season will begin on Sunday, March 2. There will be no games on Sunday, April 20 (Easter Sunday).

    C. 2002-'03 CVSA Cup / Copa Bruce
      1. The Cups will restart Sunday, February 9.
      2. Games will be scheduled sporadically during the Spring '03 season.
      3. The Spring '03 Regular Season roster will be used for the Cups. One must appear on the Spring '03 Regular Season roster to be eligible for the CVSA Cup.
      4. The Finals for both Cup will be held at Sports Backers Stadium, June 1, 2003.
