Bryan Park Soccer Complex Statement of Usage Central Virginia Soccer Association

Members of the CVSA Family:
There has of late been much confusion concerning the usage of the Bryan Park Soccer Complex,
and how that relates to the Central Virginia Soccer Association and its members.
The Bryan Park Soccer Complex is owned by the City of Richmond, Virginia ("City"). Its use, as
well as the use of any other City facility is by permit only. JUST BECAUSE ONE IS A CITY
RESIDENT & TAXPAYER DOES NOT GIVE HE/SHE THE RIGHT TO USE THE FIELDS AT THEIR LEISURE. Examples
of other City-owned facilities:
1. University of Richmond Stadium: the City owns the facility, and the University
of Richmond holds a year-round permit to use and sublet it. It is not at all at the disposal of
random taxpayers and citizens at their discretion.
2. Richmond Coliseum: the facility is owned by the City, and is used by permit
only. Pick-up basketball games & hockey games don't occur at random there.
While these examples may seem extreme, they are used to illustrate the principles under which
the Bryan Park Soccer Complex operates.
The governing permit for the Bryan Park Soccer Complex is known as the Bryan Park Operating
Agreement ("Agreement"). This document is signed by the City of Richmond, Virginia Commonwealth
University, Richmond Recreation & Parks Foundation, and the Central Virginia Soccer Association. It
is what allows us to use the fields. Article VII.3. of the Agreement states:
The parties agree that CVSA shall be given first preference to reserve the use of all
soccer fields on Sundays for league and tournament play.
If any group of adults belonging to the CVSA uses the facility for events other than those scheduled
by the CVSA, they are placing in jeopardy the future usage of the facility by the CVSA.
In fact, any adult group using the facility on any day other than Sunday is in violation of the
Agreement, as no adult groups are scheduled to use the facility at any other time.
Please be considerate of the many hours that have been put into making this facility a reality.
Many longtime members of the CVSA remember some of the unsatisfactory fields that we have played upon
and in some cases still do. Unauthorized usage of Bryan Park will only set the CVSA back, not move us
forward.
The CVSA reserves the right to prevent violators of the Agreement from having any games
scheduled at Bryan Park. We hope that you will agree that the CVSA is only trying to protect its,
and your, considerable investment, and will take measures to ensure that we are not evicted.
